changes in FPGA_MotorConfig_callback:
1.Fix bugs:
a. change the shift of the FS_SPD and MAX_SPEED to 8.
b. fix the cross between max and min speed
2. Remove the conversion of FS_SPD from bits to stepsPerSec (FSCalc)
